    Embedded networks are common in apartment buildings, retirement villages and other multi occupancy properties where electricity reaches residents through a private network rather than directly from a retailer. For landlords, owners and property managers in NSW, the rules governing those arrangements are tightening.

    The reforms are being introduced in stages. The first stage brought new obligations for embedded network sellers around dispute resolution and public disclosure. A second stage covering maximum prices and a residential billing standard is still to come. That gap between stages is the useful part, because it gives property owners time to fix the underlying metering before the pricing rules bite.

    For landlords the consequence is straightforward. Every figure on that bill will need to be explainable. If a resident asks how a charge was calculated, the answer needs to trace back through a tariff, a consumption figure and a meter reading without any hand waving in the middle.

    Accurate Meter Data Becomes The Evidence

    Billing disputes rarely begin with the tariff. In our experience they begin with a resident who cannot see how a number was reached, and they escalate when nobody can produce the reading history behind it.

    The practical weak point in most embedded networks is not meter accuracy. It is meter identification. A meter that is accurate to 0.5 per cent is worthless if it has been mapped to the wrong apartment, and that kind of error can sit undetected for years until someone finally compares their bill to their neighbour’s.
